Albany NY Permit Records: Find the File Behind a CSS Status

For a property in the City of Albany, New York, search the Buildings & Regulatory Compliance Citizen’s Self-Service (CSS) portal by address. A construction-permit result can show status, inspector and permitted work; open its record and check Attachments when you need a permit placard or certificate. The City says some documents for records older than 2023 may be absent online even when the record appears. Keep the record number and call the department for the missing copy instead of treating the empty attachment list as proof no permit existed.

Follow the property to the right CSS record

The City’s registry FAQ tells searchers to enter a property address in CSS, then use Permit under Filter Results. Open the matching record link rather than stopping at the summary row. Confirm the address, record type, work description and status before adding it to your property history.

CSS displays several kinds of City information. Construction permits include building, plumbing, electrical and elevator permits. Residential Occupancy Permits (ROPs) have their own status and rental-unit fields. Code cases report case status and violations; registry programs report current program status. A code case, an ROP and a construction permit answer different questions even when all are attached to one address. If you are comparing a permit with a certificate, our certificate-versus-permit guide helps keep the two events distinct.

The City calls CSS a live link to its internal data, rather than a periodically uploaded file. That statement is about the system connection; it does not mean every historical attachment has been scanned or that a displayed issued permit proves final inspection. Save the record number, type and status as shown, then follow the document route for the evidence you actually need.

Open Attachments when the question is about a copy

From the detailed permit or code-case record, the City’s FAQ says to open the Attachments tab and download the desired document if present. The City lists these downloadable classes on its CSS guidance page:

  • Residential Occupancy Permit and Residential Occupancy Placard;
  • Construction Permit Placard and Maximum Occupancy Placard;
  • Elevator Certificate, Public Assembly Certificate and Commercial Inspection Certificate.

Choose the item that answers your question. A construction-permit placard is not the same as an occupancy permit or a commercial inspection certificate. Record the document’s own title and number before relying on it. If your question is whether work reached its final inspection, look for that actual inspection or completion evidence; a CSS permit status alone may not answer it. The final-inspection guide explains what to compare.

The City expressly warns that not all of these documents for pre-2023 records are available online. A visible permit or ROP row can therefore be genuine while its downloadable copy is missing. Call Buildings & Regulatory Compliance at 518-434-5995 with the record number, property address and exact document title; the City’s guidance offers that route for older copies. Do not call the Planning and Zoning application portal a substitute: the City says that separate portal is for planning and zoning applications, while general building permits and ROPs belong with Buildings & Regulatory Compliance.

If the result is blank or the information looks wrong

First distinguish the failure: did no property match, did the expected record type fail to appear, or did a known record open without the needed attachment? Recheck the address and record class, then give the department the search terms, approximate work period and any existing record number. A blank search can reflect the way the address or record is indexed; it does not prove no permit was issued. The City’s CSS page does not give a complete online start year for every document class, so avoid inventing one.

For a displayed fact you believe is incorrect, the City says the portal has a link to dispute information and that staff will investigate and provide a determination or explanation. That is a correction route, not a request for a missing scan. For an absent attachment, use the older-copy contact route above. Keep the status, document copy and later inspection outcome as separate evidence; none alone certifies that all work at the address was completed. If you need to prepare a wider old-file request, see our old-permit lookup guide.
