For a project in unincorporated Okeechobee County, Florida, an issued building permit is the start of the file; the final inspection result and the Certificate of Occupancy (CO) are separate later records. The County’s current Building and Permitting instructions put several outside-agency documents before final inspection, then fees and a fire-safety emblem before CO issuance. Identify the project’s applicable closeout records, request the building final result, and confirm the actual CO as separate pieces of evidence.
Build the Okeechobee closeout trail in the County’s order
The current County checklist names these items before final inspection: a final pest certificate; final septic approval; an approved Road & Bridge inspection; original soil-compaction documentation; a finished-floor elevation record or Elevation Certificate; and a blower-door test. Use the list as a routing aid, since some items apply only to certain permits. Ask the Building Department which approvals its specific permit requires and which are already in the file. Keep the document date and issuing office next to each item instead of marking the whole project “final” after receiving one clearance.
- Outside review: request the applicable final pest, septic or Road & Bridge approval. The other agency’s clearance is distinct from the County building inspection.
- Site evidence: request the original soil-compaction record, finished-floor elevation or Elevation Certificate, and blower-door result where required. The County names the final document, so a preliminary certificate leaves this item open.
- Building final: request the final inspection entry and result for the matching permit. The result line is what you need; a scheduled inspection or issued permit comes before it.
- Occupancy: request the issued CO with its date and project identity. The County lists additional fee and emblem conditions after the pre-final documents.
The County’s driveway permit instructions explain one handoff. For property abutting a County or County-maintained road, Road & Bridge reviews the connection, and the owner contacts Public Works for final inspection after the culvert is installed. The page says the driveway permit must be finalized before a CO can be issued. Match that final to the property and project; a driveway drawn on a site plan shows the design only. For another road authority, ask which clearance the building file needs.
Separate the Okeechobee building final from CO issuance
After the pre-final items, the current County page lists Solid Waste, EMS and Fire Assessment fees and the Fire Fighter Safety Building Marking System emblem before CO issuance. A fee receipt or emblem photo can help explain a hold, while the issued CO is its own document. A passed building final is an inspection outcome, and the CO date may come later. Our final inspection status guide explains why those stages should be recorded separately, and the permit-versus-CO guide addresses the document difference.
For an older project, ask staff which requirements governed that permit, since today’s checklist may postdate it. Ask also how far back online records go and whether older agency approvals sit outside the public permit display; a missing online item leaves open whether it was issued.
Ask the Okeechobee Building Department for the record that answers the open question
The County says it contracts with SAFEbuilt to operate Building Department services. Its current department page lists the Building Department at 1700 NW 9th Avenue, Suite A, and 863-763-5548. The County’s Tyler CSS help page describes account-based permit and inspection management; older closeout documents may need a staff request.
When asking the Building Department about one permit, provide the jobsite address, permit number if known, work description and approximate construction period. Request the final inspection result, the CO if issued, and the specific missing pest, septic, road, soil, elevation or blower-door document relevant to your question. Ask which office holds an outside agency approval if the building file lacks it. Say clearly that you are asking for records rather than a new inspection.
For a copy the department can’t supply through its ordinary route, the County’s Public Records Request page directs requests to its JustFOIA public portal and says the appropriate departmental records keeper handles the request. Name the document and permit rather than “everything on the property.”
