For an unincorporated Ventura County discretionary permit, identify the dated staff Condition Compliance Report. Then match its scope to the condition in question and list any referenced document missing from your file. A closed condition review does not mean the building has passed its final inspection or received occupancy approval.
Build the chronology around one condition
County Planning’s Condition Compliance Program covers unincorporated discretionary permits. The approved conditions determine when an obligation applies; some projects require annual reports.
Use one row for each dated event. Preserve the language in the actual document instead of turning a favorable entry into a project-wide status:
| Record in the file | Question it can answer |
|---|---|
| Approved permit and conditions | Which obligation applies, and what event or date activates it? |
| Approved plans | What site or project detail was staff expected to compare? |
| Annual report, when required | What period does this document cover? |
| Staff compliance report | What visit or review date and condition does the report address? |
| Correspondence or modification | Was a later issue, change or separate decision documented? |
The worksheet should end with a dated record or an explicitly unresolved gap. It is not a scorecard for the property.
Read a staff report at the review stage it documents
After a site visit, staff send the report. The County describes a review with no issues as closed. Keep the report date and the condition reviewed beside that outcome.
That closure belongs to the documented review. A different condition may have another due point, a later report may identify an issue, and an approved change may create a separate modification record. The report also does not replace a building inspection, a final inspection or an occupancy record.
Resolve a fictional gap without filling it from an older report
Consider a fictional file with an approved permit, a condition requiring a named annual record, and a staff Condition Compliance Report dated the following year. The staff report says no issues were found during that visit, but the later annual record referenced by the condition is absent. No real property or permit is used in this example.
Record the closed review as a dated event and list the annual record as missing. Do not carry the report’s outcome forward to the later period. Ask whether the later record exists, whether its title changed, or whether the condition was modified. If a modification is mentioned but not enclosed, request that document too.
The same method works when two files use different permit references. Pair each number with its issuing office and record type, then compare the condition number, site or project description and dates. A similar address alone is not enough to merge the records.
Use the public route, then request the named missing record
The County describes VC Citizen Access as a public route for land-use permit information in unincorporated areas. Applicant and owner functions are described separately. This guide did not verify public search controls, anonymous attachment access, an online start year or a successful result.
Planning identifies active approved discretionary permits by address or APN: plan.counter@venturacounty.gov or 805-654-2488. Use those details for the documented counter inquiry; no portal field was observed.
If the needed record is not online, the RMA Obtain Public Information page links a Record Request Form. Name the exact existing item: permit and condition numbers if known, report or visit date, report title, approved plan or modification reference, and the document that mentions the missing item. These are request descriptors, not verified form fields. Availability, retention, delivery and fees were not established.
Keep land-use condition review separate from construction completion
If a reference number has lost its label, the permit-number lookup guide explains how to keep the issuing agency and record type attached to it. It does not turn Citizen Access into a verified complete history or extend the County program to an incorporated city.
For a claim that construction reached final approval, use the separate final-inspection status guide and the actual building-permit record. Condition compliance, building inspection and occupancy are related project events, but each answers a different question.
Treat an absent online entry as an unresolved records gap. Confirm jurisdiction and permit identity, then request the specific report or correspondence needed for the chronology. Do not infer present site conditions from an older report.
