Choose the Rockville system by application date rather than issuance date. The City directs applications before October 25, 2021 to PermitPlan and most applications on or after that date to MGO. A permit entry records an application or permit stage; it does not mean the building passed final inspection or received occupancy approval.
Start with the date that selects the system
The City’s Search Permits and Property History page provides the routing rule. Keep the full City permit or project number when known, and treat the 2021 date as a routing rule; ask the City about older records and documents that are offline.
Write the application date beside the system checked. If only an issuance date is available, mark the application-date question unresolved. Searching the newer system merely because the permit was issued later can put the reader in the wrong branch.
Choose the level of access that matches the question
Rockville documents a basic map that can be used without an account and an advanced MGO search that requires an account. The City describes the map as basic information and the account route as the place for more detailed, current project information.
A City-linked advanced-search guide documents date-range, address and project-number searches. It also tells users to select the Null boxes beside start and end dates for an address or project-number search without a date range. The current MGO navigation may differ from the guide.
Use a short worksheet before accepting a no-result
Record what is known before switching systems:
| Clue in hand | Record the next action |
|---|---|
| Application date before Oct. 25, 2021 | Check the City’s PermitPlan branch and retain the exact identifier. |
| Application date on or after the cutover | Check MGO for most applications; choose basic or account access deliberately. |
| Only an issuance date | Find or request the application date before choosing a branch. |
| A named missing plan, inspection or occupancy item | Request that object by title, identifier and approximate date instead of asking for “everything.” |
This worksheet separates route selection from the result. Keep the missing question visible until a dated City record answers it.
Resolve a fictional cross-cutover file
Consider a fictional permit application dated October 20, 2021, with an issuance date in November. A later summary lists the issued permit but omits an approved plan revision mentioned in an inspection note.
The application date points to the City’s older PermitPlan branch even though issuance occurred after the cutover date. Preserve the permit number, both dates and the inspection-note reference. A summary without the revision is a named document gap; request the revision by title.
If the older branch shows only a loading shell or no useful entry, record that access result and move to the City’s assistance or records route. Keep the exact address and full identifier when you ask.
Ask for the specific City document that is missing
For permit assistance, the City lists permits@rockvillemd.gov and Inspection Services at 240-314-8240. Give the address, complete permit or project number, application period, system checked and exact missing item.
The current building and trade permit page links a Request for Records route effective June 17, 2026. If that link fails, use the permit email above.
The City’s public information request page explains that a department may directly provide a listed existing record and provides an MPIA route for other City-controlled records. Name the document and date or range. Ask about fees and turnaround when you file.
Keep City custody and final approval as separate checks
A Montgomery County search can miss a City of Rockville record because the custodians differ. The Montgomery County older-permit guide explains the County side of that boundary; use the City routes above for a Rockville permit file.
When the question is whether work passed its final inspection, use the final-inspection status guide and the actual inspection record. An application listing, permit issuance, uploaded plan and occupancy document are different records.
Treat an empty result, loading shell or inaccessible request destination as an unresolved access problem. Recheck jurisdiction, application date, identifier and record type, then ask for the named existing record.
