For a City of West Linn permit record, start with the City’s records page. It directs building files to Webdrawer or a written City request, while most electrical history belongs in Clackamas County’s Building search. Use the permit type and year to choose between them. The County jurisdiction table keeps one narrow exception with the City: a manufactured-home feeder.
Choose the custodian before typing the address
The same project can leave records with both the City and County. Start with the work type and approximate year.

Clackamas County’s permit-responsibility table supplies the electrical exception. Use that specific row instead of treating every electrical-related file as a County record.
Search Webdrawer as a City document archive
Open the City’s Webdrawer instructions, then follow its link to the Oregon Records Management Solution search. Confirm that the jurisdiction is West Linn; the records system can search all participating Oregon jurisdictions when a single jurisdiction is not selected.
The City explains several search choices, including Any Word, Title Word and Document Content. Start with a small, recognizable part of the address rather than an exact long phrase. A trailing asterisk can broaden a word when the first attempt is too narrow. Add another criterion only when the first result set is too broad.
Do not read the system’s Date Created field as the permit’s issuance date. The City warns that this date reflects document entry and can be subjective. A title or content search is more useful for discovery when the permit number is unknown.
Webdrawer is not presented as a finished inventory. The City says it continues to enter legacy records and add records daily. A blank result therefore calls for a different search or a records request; it does not establish that no permit was issued.
Move older or unpublished City files into a records request
For a residential file outside the online range shown above, or a City building file that does not appear online, return to the City’s records page. Give the property address, approximate work year, permit or project type, any known permit number, and the document you need.
If the linked online form will not open, the City page also publishes two nonbrowser routes: email the written request to Records@westlinnoregon.gov, or mail it to City Recorder, 22500 Salamo Road, West Linn, OR 97068. No request was sent during this review.
Keep the request tied to what you already checked. Note that you searched West Linn in Webdrawer, which address terms you used, and the approximate date range. The request is a search and access step. A returned permit does not by itself answer whether inspections were completed or whether an occupancy document was issued.
Use the County search for ordinary electrical history
The County jurisdiction table places West Linn electrical plan review and construction inspection with Clackamas County. Open the County’s public Building search. The anonymous form allows searches by permit number, permit type, date range, street address or tax lot. Select Building - Electrical when that helps narrow the result.
Clackamas County’s permit-search instructions recommend either the known permit number or a street number and street name. For an address search, omit the direction and street type. If the permit number is unknown, the guide identifies E as the electrical prefix. Date fields can narrow the search period, but any dates already displayed in the form are filters, not a statement of the County’s complete historical coverage.
After locating a record, the County guide describes Record Info views for record details, processing status, related records, attachments and inspection history. Save the permit number before moving between views. Recover County documents outside the permit system
The County provides a second path for older miscellaneous building documents captured outside the permit system: Clackamas County Document Retriever. From the landing page, choose Building Codes Documents, then search by permit number, address or tax lot number.
The archive warns that not all data has been entered into its digital databases. If no file appears, preserve the permit number and the Accela result, then contact County Building Codes at 503-742-4240 rather than treating the miss as the end of the search. Do not turn an archive miss into a conclusion that the electrical work never occurred.
Keep the project timeline in separate pieces
Consider a fictional property with a 2009 residential remodel and a later electrical-panel project. The older remodel begins with a City records request because it predates the City’s stated 2012 online boundary for residential permits. The electrical project begins in the County Building search because ordinary West Linn electrical review and inspection belong to Clackamas County. If the County permit appears but its older document is absent, the permit number becomes the best input for Document Retriever.
Keep each result in its own lane. A permit record documents an application or permit event. Inspection history records inspection events. A final entry does not mean a Certificate of Occupancy was issued; a CO is a separate document when the project requires one. A portal result also does not determine present condition, code compliance or whether later work changed the building. It gives you a dated official record and the next identifier or custodian to check.
