An Indiana construction design release (CDR) can identify plans submitted to the state for an Allen County project. It is not the Allen County building permit. The County’s Plan Review page tells licensed and registered contractors to provide the state CDR number with a local permit submission. To reconstruct the project, find the state release and the County application or issued permit, then compare their identifiers, work descriptions and dates.
Start with the state project number, then find the County case
If you have a CDR number or state project number, use the Indiana Department of Homeland Security (IDHS) Project Activity page as the state record route. Its published form requires a project number, release-date range or filing-date range. County, city and street number are optional filters added on top of it. The page describes a report with links to releases and filed variances.
For the local side, the Allen County Building Department says it issues building permits, performs inspections and issues certificates of occupancy. Its online-permit instructions show Building → Search applications and permits, but the illustrated steps begin with a contractor license and PIN. The Citizen Access portal requires registration or login for that Building search. Use a County application or permit number if one appears in your papers; otherwise ask ACBD at 260-449-7131 to identify the case for the project address and approximate work year.
Keep a small comparison log rather than merging two similar project names:
- State: IDHS project number, CDR or release number, release date, scope and any conditions or variance reference actually shown.
- County: application number, permit number, work description, address, application and issuance dates, and any local status actually shown.
- Join: record where the local file cites the state number. Otherwise, ask the County to confirm the relationship before assigning one state release to one local permit.
Read a 2026 release by its actual route
The County page says plan reviews are done at the state level, but that sentence needs the current IDHS distinction. Since July 1, 2026, the IDHS Building Plan Review page allows qualifying plans to be released without plan review. Those plans still must be submitted, and IDHS may select them for review. Thus the state record may show a release without a substantive IDHS review of every drawing. Read the actual release, conditions and status; a “release” may mean the plans were filed rather than reviewed sheet by sheet.
Whether a particular project had to file with the state depends on its work, beyond its address. The IDHS plan-review process directs project-specific exemption questions to its staff with a work description and city/county. It also says work exempt from state filing may still need local permits. A state filing likewise sits beside Allen County issuance. The County’s planning FAQ describes separate Department of Planning Services permits before a building-permit applicant contacts ACBD. For property in a Fort Wayne local historic district, our Allen County historic-preservation guide explains another linked review; its COA outcome is a third, separate record.
Requesting an older IDHS release or Allen County permit
Start with the IDHS status-and-copy route for a state release. If the report finds no match, try the documented project-number or date-range alternatives, then give IDHS plan-review staff the project description, location, approximate filing period and any state number at planreview@dhs.in.gov. For an older existing state-held document that the ordinary route leaves out, the IDHS page links its public-records request destination. Ask for the specific release, conditions or related filed variance, rather than a conclusion about the whole property.
For an older County application or issued permit, the County public-records page gives a jurisdiction split: building and planning record requests for property inside Fort Wayne city limits go to the City Public Information Office; for other property it links an Allen County Access to Public Records Request. Provide the address, approximate year, work type and any CDR or local number you hold, and ask which office retains the specific ACBD file. Ask too which years each system covers. A failed match leaves the permit history unresolved; it is no evidence that the work was illegal or unsafe.
Hypothetical example: A 2026 state report shows a design release for an addition, but the County application is still marked under review. Keep the release as evidence about the state design filing, then obtain the County issuance and later inspection record separately. Our final-inspection status guide covers that later stage.
