Cobb County Zoning Archives: Find the Decision Record

To find the outcome of an older Cobb County zoning or variance case, use the County’s archive to locate the right year and file family, then match the case to the meeting record. A zoning analysis, a variance request, and an agenda are different records. Finding one does not establish the decision. Keep the case number, hearing date, and hearing body together as you follow the documents.

First confirm that this was a Cobb County case. The County Zoning Division links zoning information for unincorporated Cobb County; a Cobb mailing address alone should not settle which government handled a property. If that is uncertain, use our city-or-county jurisdiction guide before interpreting an empty County archive search.

Choose the year and file family together

The archived zoning and variance page currently divides its material this way:

  • 2021–2024 zoning analysis files: the County directs readers to CivicClerk.
  • 2021 and 2022: the page separately labels Other Business zoning case files and zoning variance requests.
  • 2019 and 2020: the page labels zoning analysis, Other Business, and variance requests as separate groups.

These are the archive’s displayed groupings, not a guarantee that every document from those years is downloadable. They also do not establish a retention cutoff. Do not assume an older case was destroyed because its year is absent from this page.

Use the case identifier exactly as it appears on a notice or document. Keep any prefix and year; do not silently turn an Other Business reference into a rezoning number or a variance number. An address or parcel number can help the County identify the property, but the published instructions here organize retrieval around cases and hearings. This guide does not promise an address or APN search across every archived file.

Match the case to a hearing before calling it a decision

The County’s current case-document instructions describe the following route in CivicClerk. These are the County’s published controls, rather than a report of a completed search:

  1. Use Event Categories to choose the relevant meeting type: BOC Zoning Hearing, Planning Commission Zoning Hearing, or Board of Zoning Appeals Variance Hearing. The filter applies to both coming and past events.
  2. Open the hearing for the date you are tracing. Check the body and date, not just a familiar property description.
  3. Use the arrow beside Agenda Packet for the full packet, or scroll through the listed case documents to select an individual file.
  4. Keep the case document with the corresponding dated meeting record. The County Clerk’s agenda-and-minutes page provides the meeting-record route.

The County Clerk’s agendas and minutes page identifies recent Board of Commissioners, BOC Zoning, and Planning Commission records in CivicClerk. Preserve the meeting type when following the trail: a Planning Commission document should not be relabeled as a Board of Commissioners action.

In a hypothetical case, a file describes a requested setback change and includes an analysis recommending an outcome. That tells you what was requested and assessed. Next find a record that actually states what the hearing body did, on what date, and subject to which conditions. If it says the item was continued, keep following that case to the later date. Do not substitute the recommendation, the agenda listing, or an unrelated later case for the disposition.

When comparing documents, check four details together: the same case identifier, the same property or site description, the body taking action, and the action date. Retain referenced conditions or exhibits with the decision. If those pieces do not align, ask the County which record resolves the mismatch rather than combining them into one approval.

A blank current event may mean documents are not published yet

Cobb explicitly warns on its case-document page that current and upcoming events can show a blank screen before their documents are published. Recheck that event later; do not translate the empty view into “no case,” “denied,” or “approved.”

For an older case, first check the year, file family, and hearing body. A current-event publication warning does not explain every missing historical file. A page that cannot load, a case you cannot identify, and a meeting with unpublished documents are three different problems to describe when asking for help.

Ask for the missing record, not just “the zoning file”

The Zoning and Archived BOC Minutes page offers a separate route for zoning agendas and minutes and for Board of Commissioners minutes before April 2018. That page supplies sign-in instructions. The sign-in route was not used for this guide, so no older document retrieval is claimed.

For a missing analysis, variance request, or Other Business file, use the Community Development contact shown on the archive page: comdev@cobbcounty.gov. For a missing BOC action or meeting record, start with the County Clerk, which identifies itself as custodian of the Board’s public records. Ask the office to direct you to the correct custodian if the record belongs elsewhere.

Include the case number and year, property address or parcel identifier if known, hearing body and date, and the exact missing item. For example: “I have the analysis and agenda for this case; I need the meeting action and any conditions or exhibits incorporated into it.” State which archive group or event you checked and what appeared. This separates a request for the proposed case materials from a request for the outcome.

Even a retrieved zoning or variance decision does not by itself establish that a building permit was issued, an inspection passed, or occupancy was authorized. Those require their own records; our building permit and certificate of occupancy comparison explains that distinction. A missing document leaves that part of the history unresolved.
