If an Allen County building application for a property in a Fort Wayne local historic district shows historic-preservation review, trace two records: the County Building Department (ACBD) application and the City Historic Preservation (HP) Certificate of Appropriateness (COA) case. Under the County’s process effective November 7, 2025, the permit software creates and routes a COA application to HP. A COA approval sends the building application back to ACBD for consideration; ACBD issues the building permit as its own step.
Keep the County application and HP case together
The joint workflow says an address-condition check identifies local historic district properties when an ACBD application is submitted. The COA application is cloned and assigned to HP staff, who direct the applicant by email to complete the COA application. Preserve the County application number, property address and the associated HP/COA reference from the notices or records you have. If an identifier is missing, ask the relevant office to connect them rather than matching cases by similar names.
This handoff applies to the County building-permit process for Fort Wayne local historic districts. The workflow says instant permits are unavailable there and ACBD processes them as non-instant applications. It excludes mechanical, electrical and plumbing/trades permits from this specific historic-preservation routing. The County FAQ links the process documents, and whether a parcel triggers this workflow depends on the address-condition check rather than a neighborhood name. If location or applicability is uncertain, ask Fort Wayne HP as the County memo directs.
Read the Fort Wayne HP outcome before the ACBD permit status
- Need more information or commission review: The ACBD record remains Under Review with HP until a final HP decision. Treat that status as a hold in the linked process.
- COA approved and issued: The HP case is closed and the COA is attached or emailed; the ACBD application moves back for building-permit consideration. Verify a separate ACBD issuance before saying a building permit exists.
- COA not required or previously issued: The HP workflow allows an HP case to close with this explanation. Read the notice to learn which outcome an HP closed status reflects, then check the ACBD application.
- COA denied: The workflow says the HP case closes and the ACBD permit application is rejected. A closed HP row can therefore also mark an adverse result.
The distinction matters when a search shows only the County status. An ACBD application under review may be waiting for HP rather than general building review, and an HP approval is still one step short of County permit issuance. Our final inspection status guide covers the later distinction between an issued permit and completed work.
If the ACBD application or HP COA record is missing
Use the County memo to direct questions about applicability, COA procedures or the HP decision to Fort Wayne Historic Preservation at 260-427-2160 or preservation@cityoffortwayne.org. For the building permit, start with the ACBD Building Department page, which points to the current Citizen Access gateway. Its online-permit help identifies Building → Search applications and permits, and describes a contractor login. With an application number, ask ACBD at 260-449-7131 to identify the linked case’s current status and whether the permit was actually issued. Supply the property address and whichever application or COA reference you possess. Keep the reply and status dates, especially when HP says “not required” or “previously issued.”
For a building or COA record before the November 2025 workflow, keep in mind that this automatic HP routing started then. Ask ACBD or Fort Wayne HP for the older case and its own outcome. The County’s public records guidance directs building, planning and CO record requests for property inside Fort Wayne city limits to the City Public Information Office; for other properties it links a County Access to Public Records Request. Confirm which office holds the particular ACBD or HP file before filing. Our permit lookup by address guide can help reconcile a variant address, while each agency’s decision stays in its own file.
