Match the Council file, BOE reference and County-recorded Resolution to Vacate. The City's street-vacation procedure separates Council adoption from County recordation.
With only an address, use City vs County Permit Records to check custody; it does not decide this vacation.
Match the record to the stage
- Council file: the City action.
- BOE file: the City-to-County reference.
- Recorded resolution: County recordation.
Keep the three rows on one page. For each item, copy its exact title, identifier and date. Add the street or easement description, any referenced legal description or map, and the office that supplied it. Leave a missing cell blank.
Use the Council file for the legislative stage
The public LACityClerk Connect page documents searches across Council files, motions and resolutions. A known Council File number is the strongest starting point. Its help also describes title, reference number, status and received-date criteria.
Preserve the file number, title, activity and exact identity of any attached motion or resolution. Do not relabel a Council attachment as the County-recorded copy. The Clerk notes that the Subject field is not populated for new Council files after August 10, 2008; that interface note is not an online coverage floor.
Ask BOE for the working-file connection
For a missing connection, use the BOE contact page to identify Permit Case Management/Land Development and the Street Vacations category. Ask which existing BOE file or reference applies; do not begin a new vacation application merely to retrieve an older file. The contact page does not promise a historical copy, a response time or delivery.
Find the County-recorded copy by Recorder clues
Los Angeles County RR/CC general information documents in-person, online-request, fax and mail copy routes for filed real-estate records. An online request is not online index browsing. Its viewing guidance describes an in-person index using names and recording year.
RR/CC's record-identification guidance says these records are not maintained by address or APN. Use the County document number when known. Otherwise, carry the names, recording year and document title from the City packet. Treat the City identifiers as reconciliation clues rather than Recorder search fields. Those pages do not say how far back online coverage goes for these resolutions.
Keep alternate completion paths separate
The procedure has summary and final-map-merger paths. Ask BOE for the City recording reference. The County final-map guide covers subdivisions, not City merger clearance. Recordation does not by itself release a reserved easement.
Timing and endpoints that explain a stalled file
BOE’s vacation procedure (revised May 12, 2026) gives several facts that help date and interpret a Los Angeles vacation file:
- Typical length: about 4 to 6 months for BOE to report to Council, then usually another 6 to 12 months to finish processing.
- Termination: if the applicant does not complete the conditions within two years of the Council public hearing approval (LAAC Section 7.48), the proceeding is terminated. Applications filed before March 5, 2002 had a five-year limit instead.
- Completion: the vacation is complete when the Council-adopted Resolution to Vacate is recorded with the County Recorder (Streets and Highways Code Section 8325(b)). BOE’s Real Estate Group records it and the Mapping Division updates City maps.
- Summary vacations: some categories, such as a paper street impassable for five consecutive years or excess right-of-way, can be vacated without a public hearing, so a missing hearing notice is not itself a gap.
- Larger areas: vacations over 10,000 square feet are discretionary and subject to CEQA review, and those in the coastal zone need Coastal approval, which adds separate environmental records.
One closing step is especially useful to a researcher: after recordation, the procedure says the City Clerk receives notice that conditions were met, and the Council File is returned to the Clerk together with a copy of the recorded Resolution. If the Council File shows that closing entry, it may already hold the County-recorded copy and its document number. If the file stops at the hearing, the vacation may have been approved but never completed, and the two-year rule makes that worth asking about.
Diagnose a fictional stage mismatch
Imagine a wholly fictional packet for Example Avenue: the first two rows are filled and the third is blank.
Now imagine the response supplies an attachment from the first row instead of the requested third-row copy. Compare the returned file's title, identifier, date and source with the target row before filing it. Keep the mismatch as a separate lead, and ask which record connects the two instead of moving the attachment into the empty row. Suppose the attachment says “Version A, March 20XX” while the target note says “Version B, April 20XX”; both labels are invented. If the reply says “not located,” preserve that wording and any search details supplied. If the file exists but could not be opened or delivered, record the access limit separately. Those outcomes require different follow-up questions.
Request the missing third-row item by its exact title. Include the first two rows' identifiers and the street description. If a reply supplies a recording number, use the documented RR/CC clues to seek the copy. Keep each response under its source.
Soil borings and potholing in the street use a different BOE record, the excavation E-Permit; see Los Angeles soil-boring E-Permits vs. boring logs.
A missing online result does not prove that no vacation or recordation occurred. Council adoption and County recordation do not settle title, easement release, permits, inspections or occupancy.
